Every Sri Lankan resident aged 18 or above is now required to have a Taxpayer Identification Number (TIN). Since April 2025, you also need a valid TIN to submit self-declarations to banks and avoid the automatic 10% Withholding Tax deduction on your interest income.
Here’s everything you need to know about getting your TIN.
Why Do You Need a TIN?
A TIN is mandatory for:
- Filing your income tax return
- Submitting a self-declaration to your bank (to avoid 10% WHT on interest, effective from 1 April 2025)
- Registering a vehicle
- Purchasing property
- Obtaining a revenue license
- Applying for certain government services
Important: Having a TIN does NOT mean you have to pay tax. If your annual income is below Rs. 1,800,000, your tax liability is zero even though you have a TIN.
Documents You Need
For individuals:
- National Identity Card (NIC)
- Utility bill, bank statement, or Grama Niladhari certificate (if your current address is different from NIC)
For companies:
- Business registration certificate
- Form 1 or Form 18 certified by Registrar of Companies
- Director NIC copies
- Letter of appointment of signatory
Method 1: Register Online (Fastest — 3-5 working days)
- Go to the IRD website: https://www.ird.gov.lk
- Click “e-Services” → “Taxpayer Registration”
- Select your registration type (Individual / Company / Partnership)
- Fill in your personal details: name, NIC, address, email, phone
- Upload scanned copies of your NIC and address proof (PDF format)
- Submit the application
- You’ll receive your TIN certificate by email within 3-5 working days
- The original certificate will be sent by registered post
Method 2: Visit the IRD Office (Same day)
- Go to the Taxpayer Services Unit (TPSU) at the IRD Head Office, Sir Chittampalam A Gardiner Mawatha, Colombo 02
- Collect a registration form from the officer
- Fill in the form and submit with photocopies of your documents (bring originals too)
- If everything is in order, you’ll receive your TIN immediately
- Office hours: 8:30 AM to 4:00 PM, Monday to Friday
Method 3: Register by Post
- Download the registration form from ird.gov.lk
- Fill it in and attach photocopies of all required documents
- Mail to: Commissioner General, Inland Revenue Department, Sir Chittampalam A Gardiner Mawatha, Colombo 02
- You’ll receive your TIN certificate by post within a few working days
How to Use Your TIN for the Bank Self-Declaration
Since 1 April 2025, banks deduct 10% WHT on interest income unless you submit a self-declaration form stating that your annual income is below Rs. 1,800,000. To submit this form:
- Get the self-declaration form from your bank or download from the IRD website
- Fill in your details including your TIN
- Submit a separate form to each bank/branch where you have deposits
- The bank will stop deducting 10% WHT after receiving your form
If you DON’T submit the form, the bank will automatically deduct 10% from your interest. You can claim this back when you file your tax return, but it’s easier to just submit the form.
What About Sri Lankans Living Overseas?
Non-residents are generally NOT required to register for a TIN. However, you may need one if you own property in Sri Lanka, have rental income, or need to submit banking documentation. The IRD online system currently doesn’t have a clear option for overseas registration — if you need help, contact us.
