How to Get a TIN Number in Sri Lanka From 2025 — Online Registration Step by Step

Every Sri Lankan resident aged 18 or above is now required to have a Taxpayer Identification Number (TIN). Since April 2025, you also need a valid TIN to submit self-declarations to banks and avoid the automatic 10% Withholding Tax deduction on your interest income.

Here’s everything you need to know about getting your TIN.

Why Do You Need a TIN?

A TIN is mandatory for:

  • Filing your income tax return
  • Submitting a self-declaration to your bank (to avoid 10% WHT on interest, effective from 1 April 2025)
  • Registering a vehicle
  • Purchasing property
  • Obtaining a revenue license
  • Applying for certain government services

Important: Having a TIN does NOT mean you have to pay tax. If your annual income is below Rs. 1,800,000, your tax liability is zero even though you have a TIN.

Documents You Need

For individuals:

  • National Identity Card (NIC)
  • Utility bill, bank statement, or Grama Niladhari certificate (if your current address is different from NIC)

For companies:

  • Business registration certificate
  • Form 1 or Form 18 certified by Registrar of Companies
  • Director NIC copies
  • Letter of appointment of signatory

Method 1: Register Online (Fastest — 3-5 working days)

  1. Go to the IRD website: https://www.ird.gov.lk
  2. Click “e-Services” → “Taxpayer Registration”
  3. Select your registration type (Individual / Company / Partnership)
  4. Fill in your personal details: name, NIC, address, email, phone
  5. Upload scanned copies of your NIC and address proof (PDF format)
  6. Submit the application
  7. You’ll receive your TIN certificate by email within 3-5 working days
  8. The original certificate will be sent by registered post

Method 2: Visit the IRD Office (Same day)

  1. Go to the Taxpayer Services Unit (TPSU) at the IRD Head Office, Sir Chittampalam A Gardiner Mawatha, Colombo 02
  2. Collect a registration form from the officer
  3. Fill in the form and submit with photocopies of your documents (bring originals too)
  4. If everything is in order, you’ll receive your TIN immediately
  5. Office hours: 8:30 AM to 4:00 PM, Monday to Friday

Method 3: Register by Post

  1. Download the registration form from ird.gov.lk
  2. Fill it in and attach photocopies of all required documents
  3. Mail to: Commissioner General, Inland Revenue Department, Sir Chittampalam A Gardiner Mawatha, Colombo 02
  4. You’ll receive your TIN certificate by post within a few working days

How to Use Your TIN for the Bank Self-Declaration

Since 1 April 2025, banks deduct 10% WHT on interest income unless you submit a self-declaration form stating that your annual income is below Rs. 1,800,000. To submit this form:

  1. Get the self-declaration form from your bank or download from the IRD website
  2. Fill in your details including your TIN
  3. Submit a separate form to each bank/branch where you have deposits
  4. The bank will stop deducting 10% WHT after receiving your form

If you DON’T submit the form, the bank will automatically deduct 10% from your interest. You can claim this back when you file your tax return, but it’s easier to just submit the form.

What About Sri Lankans Living Overseas?

Non-residents are generally NOT required to register for a TIN. However, you may need one if you own property in Sri Lanka, have rental income, or need to submit banking documentation. The IRD online system currently doesn’t have a clear option for overseas registration — if you need help, contact us.
