How to Register for a TIN in Sri Lanka (2025/2026 Complete Guide)

If you’ve recently received a salary, opened a bank account, or registered a business, you’ve probably been asked for your TIN — Taxpayer Identification Number. As of 1 January 2024, every Sri Lankan aged 18 and above is legally required to have one, whether or not they pay tax.

This guide walks you through exactly how to get your TIN in Sri Lanka, what documents you need, how long it takes, and what happens after you register — written by the Chartered Accountants at GDP Consultants.


What Is a TIN and Why Do You Need One?

A Taxpayer Identification Number (TIN) is a unique number issued by the Inland Revenue Department (IRD) of Sri Lanka. It is your official tax ID — used for filing income tax returns, accessing IRD e-Services, paying taxes, and receiving refunds.

Since 1 January 2024, TIN registration is mandatory by law under the Inland Revenue Act No. 24 of 2017, for every resident Sri Lankan aged 18 or above. This includes students, homemakers, and anyone with zero income — having a TIN does not mean you owe any tax.

You also need a TIN to:

  • Open a business bank account
  • Register or transfer a motor vehicle / renew revenue licence
  • Obtain approval for a building plan
  • Register title deeds on land
  • Access IRD e-Services to file tax returns or claim refunds
  • Avoid Advance Income Tax (AIT) being deducted from your fixed deposit interest

Important: Even if your annual income is below the tax-free threshold of LKR 1,800,000 (Y/A 2025/2026), you must still register for a TIN. Having a TIN does not automatically create a tax liability.

Documents Required for TIN Registration

For individuals:

  • National Identity Card (NIC) — front and back copy
  • Utility bill, bank statement, or Grama Niladhari certificate — if your current address differs from your NIC
  • Active email address — your TIN and PIN will be sent here

For companies:

  • Certificate of Incorporation
  • Form 01 (Articles of Association) or Form 20
  • NIC or passport of all directors
  • Business address proof

How to Register for a TIN Online — Step by Step

The fastest way is through the IRD e-Services portal at eservices.ird.gov.lk. The process is free and takes about 10–15 minutes.

Step 1: Go to the IRD e-Services portal

Visit https://eservices.ird.gov.lk and click “Taxpayer Registration” from the menu.

Step 2: Select your taxpayer type

Choose “Individual” if you are registering as a person. Choose “Registered Company” or “Sole Proprietorship” if registering a business.

Step 3: Enter your personal details

Fill in:

  • Full name (as per NIC)
  • Date of birth
  • NIC number
  • Current address (in English — Sinhala and Tamil entry is also accepted)
  • Active email address
  • Mobile number

Step 4: Upload your NIC

Upload a clear scanned copy or photo of the front and back of your NIC. If your address has changed since your NIC was issued, also upload a utility bill or bank statement.

Step 5: Review and submit

Double-check all entries — especially your email address, since this is where your TIN and PIN will be delivered. Click Submit.

Step 6: Receive your TIN and PIN by email

Within 3–7 working days, the IRD will send your:

  • TIN (Taxpayer Identification Number) — your permanent tax ID
  • One-time PIN — used to activate your IRD e-Services account

Keep both safe. You will use them every time you log in to file returns or make payments.


How to Register Offline (Walk-In)

If you prefer to register in person:

  1. Visit the nearest Regional Office of the Inland Revenue Department
  2. Request a TIN registration form
  3. Submit completed form with NIC copy and address proof
  4. Processing time is typically 3–5 working days

The main IRD office is at: Inland Revenue Department, Sir Chittampalam A. Gardiner Mawatha, Colombo 02. Call 1944 for the nearest regional office.


After Registration: Activating Your IRD e-Services Account

Once you receive your TIN and PIN by email:

  1. Go to https://www.ird.gov.lk and click e-Services → Access to e-Services
  2. Select Individual Taxpayer and click Proceed to Login
  3. Enter your TIN, PIN, and the on-screen captcha
  4. You will be prompted to change your PIN to a personal password on first login

Once logged in, you can file income tax returns, check your tax balance, make payments, request refunds, and view your APIT/WHT credits.


Common Mistakes to Avoid

Wrong email address: Your TIN will be emailed to the address you provide. A typo means you’ll never receive it. Double-check before submitting.

Mismatched name: Enter your name exactly as it appears on your NIC. Discrepancies cause delays.

Not completing e-Services activation: Getting a TIN is only step one. Activate your e-Services account promptly so you can file returns before the deadline.

Assuming TIN = tax liability: Many people avoid registering because they think it means they have to pay tax. It does not — TIN registration is separate from tax assessment.


Frequently Asked Questions

Is TIN registration free?
Yes. The IRD does not charge any fee to register for a TIN. Be cautious of third parties charging for what is a free government service.

How long does it take?
Online applications are typically processed within 3–7 working days. Walk-in registrations at IRD offices may be processed in 3–5 working days.

I’m a student with no income. Do I need a TIN?
Yes — if you are a Sri Lankan resident aged 18 or above, TIN registration is mandatory by law regardless of income level.

Can I check my TIN if I’ve already registered?
Yes. Log in to your IRD e-Services account or call the IRD Call Centre on 1944.

What if I lose my PIN?
Visit eservices.ird.gov.lk and use the “Forgot PIN” option, or visit your nearest IRD office with your NIC.

Does a TIN expire?
No. A TIN is permanent and does not need to be renewed.
